Jason Song	c84238800b	Refactor `setting.Database.UseXXX` to methods (#23354 ) Replace #23350. Refactor `setting.Database.UseMySQL` to `setting.Database.Type.IsMySQL()`. Refactor `setting.Database.UseXXX` to methods (#23354 )

Replace #23350.

Refactor `setting.Database.UseMySQL` to
`setting.Database.Type.IsMySQL()`.

To avoid mismatching between `Type` and `UseXXX`.
